I think it is doable as long as people are willing to stick to the workflow. Basically:
1. Pick a TV show.
2. Grab the raw TV rip, send it over to the translators.
3a. The more experienced translator (preferably one with real-life Japanese conversation experience) translates the dialogues.
3b. The less experienced translator translates the on-screen captions. (optional step, and obviously both can be done by the same person)
4. The TV rip and the translated scripts are sent over to the timer and typesetter.
5. The timer does the timing and sends the timed script to the typesetter.
6. The typesetter styles how the subs look like (mostly needed for the captions). Timer and typesetter are often one person.
7. The finished script is sent over to the encoder who encodes the subs into the video (optional, if we're doing a hardsub) and then uploads it wherever.
Could be simplified even more (there's many decent one-man fansub groups really), but with a regular show at least 3 dedicated people is minimum for comfortable work.

I can do that, as long as that's the only thing I gotta do. I get the translated script, a link to the video file, and a deadline a few days away. Then I do the timing, hand it over to the next person, and stop thinking or caring what happens next. Our last attempt didn't work out because I took too much upon myself.

Yup, it weighs heavy on my conscience. I'm gonna try to finish it sometime this week, could be a good start and translator magnet.
