Lady Kaga Kaede's member color will be Italian Red, while Yoko-chan Reina's is Golden Yellow.
 
(I'm also getting in early in an attempt to popularize these unofficial and most likely idiosyncratic member nicknames.)
 
And...
by age and seniority, Wada Ayaka will be the next H!P leader.  Still management is really developing this subleader thing even though Eripon does jack shit, and they're giving the role to Fukumura Mizuki.

I'm getting really really tired of this "Let's give them the same color but this weird shade!" shit. Italian red should be red, gold shouldn't exist with yellow and light orange there. Ice blue should just be light blue and light pink should be pink. It's idiotic the way they're trying to "preserve" the colors of graduated members.
 
They end up wearing the wrong shade anyway.

I know that, but that's entirely different. They gave them all those colors originally, like Daisy and Lime and such. They weren't giving them different shades to avoid using graduated member colors, they were just making them "different" like they did with Tsubaki. Bringing that point up adds exactly nothing to this issue.

Eh, I'm not too anxious about the member colors.  Makino and Hagane (not a typo here, it's a Maachan nickname) like paying homage to their beloved idols and really like their special shades. If/when they grow out of their phases they'll stop talking about it, but it's still a cute - or dumb, if you're in a bad mood - story to bring up.  Even Harunan brings this up now and then: "yes, it's light yellow (usui-kiiro), but we're calling it Honey" and uses it to make all sorts of honey bee jokes to keep things light and entertaining.
 
Of course there's going to be variations on these colors, because you can always pick away at the color values and kingblades can always be tuned differently from person to person. If anything, the goods promotion department is going to love this because they can now create an overpriced Morning Musume '17 kingblade with just an eensy little different kind of ketchup and mustard.  (For the record, Sayu's pink and Makino's light pink are not the same!)
 
On the other hand, Angerme gave Kanyon's hot pink color to Momona with little fuss or announcement. Angerme does not have time for this shit.

It's funny that only two members each in CG and TF get to perform in the second half. Still, that should be fun to watch. It changes the dynamic in an interesting way. And only four members of MM, but three of them are the best performers in the group. I didn't realize Mizuki Murota, Risa Ogata and Riko Yamagishi had all turned 18! Bummer that nobody in KF can stay up late. Two of them, Ayaka and Rio, will be on hand for Part 2 next year.

The incoming gen won't get the color, but the next one will. That's why Purple wasn't an option for Kassa, but hot pink was.

I'm confused. I thought it was strictly based on who last graduated? Kassa was 3 gens behind Meimei and 4 behind Kanon, but Meimei was last to graduate.

I don't think it's as strict like being written in stone, but it's to provide more time to let the dedicated fans of the member-with-the-previous-color to settle down and get over their loss before giving it to the new member.  Let's be honest, I wonder how devastated Thea would be if we got a new member in early 2016 and assigned Riho's bright flaming red.      
 
Koharu, Sayu, and Eripon are the only members who immediately got their new member colors, but in their cases, it was hard to do a gray penlight, Sayu was running around as Shige-pink singing Rainbow Pink when Konno graduated, and Eripon straight out bawled about wanting Risa's yellow-green at the latter's grad concert.    (Man, I miss weakling Eripon.)  
 
Also, penlight technology has really come a long way, with kingblades really taking off in late 2012/13; battery operated penlights just weren't that popular back then, with much less customization available.
 
Since we still don't have a lot of H!P groups that are rotating members - officially, it's just MM & Angerme -, I'd say the sample size is too small to really draw solid conclusions.  I personally think that if there was a larger gap between Meimi's graduation and Momona's joining, the fandom would have shrugged at her getting Meimi's purple.  Also, Moe was announced <i>just before</i> (or day of? I don't remember) Kanyongrad, so they couldn't give her Kanon's color at her first appearance.
