Ah, you must be too young to remember Utaban (or for that matter, Tunnels).

That is Ishibashi Takaaki (http://en.wikipedia.org/wiki/Takaaki_Ishibashi).

He is fuckin' hilarious. Look for clips of Morning Musume on Utaban on YouTube and be prepared to laugh your ass off.
