Yeah, listening to her is still as unbearable as it was 6 years ago.

Sakura, Karin, Meimi, and Kanon F. Have my favorite voices.
The worst would have to be Harunan, Eripon (but she's still my oshi), and Zukki (I just don't like her voice).

As of 2015, with the current roster, I suppose my favorites would be Tomoko, Sakura, Airi, Chisato, Meimi, and Akari in pretty much that exact order. It'll be interesting to see how Country Girls develop, because as of right now, none of them stand out as particularly good vocalists.
Although she's considered a good singer (and I mean, she is - she has steady pitch and decent control), there is probably no one in the current H!P line up whose voice I hate more than Fukuda Kanon's. She's been in Hello!Project since she was a child and her voice is actually somehow more nasal and grating now than it was then. She has a strong voice but the actual tone of it just drives me up the wall - high pitched, nasal, screechy. I'm also pretty much personally offended every time Erina attempts to croak out a note.

The S/mileage/Angerme one. Of those girls, she and Meimi have the least high pitched / squeaktastic voices. For me, current members I consider pretty decent are Riho (who has vastly improved and has a very strong voice), Sakura, Airi, Chisato, Meimi, Fukuda (I dislike her voice but she's good), Tomoko and Karin. Miki from MM 12th gen seems to be good so far, but I'm not making any real judgements yet. Er... for all time. Ishiguro, all of MM 2nd gen, Takahashi, Niigaki, Reina when she first joined, Eri in her later years, LinLin, Masae, Ayaya, Danielle, and Atsuko.

Oh yeah I knew I forgot someone. Ogawa Saki and Maeda Yuuka. Yuuka might have had a cutesy voice but she was still a good singer. And Saki's VERY BEAUTY performance will always be one of my favorites.

I'm so glad to see someone mention Inaba Atsuko. People forget about her a lot - T&C Bomber kind of flopped despite having a pretty stellar discography. They were just no match for their Avex competitors. But Atsuko was an amazing singer and dancer. She actually recorded the harmonies on ton of H!P songs up until the Elder Club graduation. I've read she did some choreography as well.

Ditto on Inaba. I recently watched her and her Taiyo Ciscomoon partners on the Goodbye and Hello Concert DVD from 2013(?). And they were freakin' awesome.
It's a shame H!P never knew what to do with Inaba.

While Momoko's voice is quite annoying to many, including myself, she is quite a good singer. There is a difference between being a bad singer and having a voice that doesn't please everyone's ears.

Is this based on ability, or just how you like their voices? If it's the former, I don't think Reina deserves to be listed with some of the people in the category you put her in.

I don't like Reina's voice and I never will like it till she stops singing the way she's been singing. I hate it and it grates on my every nerve.
Edit: I had at one point written that the active list was best to worst on a training scale. Like, I know Masaki, if she were given a proper song could easily be moved from the list. I just haven't heard her sing a song without sounding like she's sucking a balloon full of helium for example. So I just went with, they need work. Lots of work for me to consider them good or not. Bottom of the list are the H!P Kids that I doubt would improve much in my eyes after 10+ years. Risako being a shining example to me of someone who actually grew into her voice. Honestly 10 years ago if you had told me this Risako was the same person as the Risako that debuted in Berryz Koubou, I'd laugh at you. So I always hold out hope on the younger girls and less experienced girls that they CAN get better. A more recent example would be Ayaka and Kana from ANGERME. They found a range which works for them and if they stick with it, they tend to sound amazing. Not like, top of the pile amazing, but they can work it.

Reina's voice hasn't improve much from the time she joined until the present day. I though she was great for a raw 13 year old girl, but I I find her to be rather overrated by MM fans in general. She has a strong voice with stamina, and usually stays in tune, but it doesn't have much (any, really) character and I don't find it to be a particularly pleasant voice to listen to.
On the topic of girls who grew into really good singers, or whose voices became a lot better over time, I think Risa Niigaki is the poster child for both. She had an unusually husky voice for her age and size when she joined, and she struggled to control it. She was really hard to listen to at times. By the time she graduated, though, her voice was beautiful, and she learned how to use it very well. I think Risa is a far better singer than Reina, to be honest, and she started with far less in terms of natural-born talent.
On the topic of girls who grew into really good singers, or whose voices became a lot better over time, I think Risa Niigaki is the poster child for both. She had an unusually husky voice for her age and size when she joined, and she struggled to control it. She was really hard to listen to at times. By the time she graduated, though, her voice was beautiful, and she learned how to use it very well. I think Risa is a far better singer than Reina, to be honest, and she started with far less in terms of natural-born talent.

I completely agree. Risa used to be paired with Sayu a lot for a reason, but once she gained control, her voice became one of the most beautiful, to my ears. Her vocals in Nanchatte Ren'ai are some of my favorite ever, and she consistently ranks high in my list of voices I found pleasant.
On the topic of Reina, I think she was hugely talented when she joined (her Memory Seishun no Hikari is still epic), but somewhere along the line, it never turned into anything and fizzled out. Like you said, she has a strong voice, but doesn't have anything to it, and the way she sings now isn't really pleasant at all to listen to, since it sounds so... chipmunky.
But that's all my opinion. I can see why she's so high on so many people's lists, but for me, personally, I find Gaki to be a much better singer. I know she had her foghorn moments, but she improved so so much.

I'm not saying Reina is the best singer ever, but she doesn't deserve to be lumped in the same category as people like Eripon, Maasa, ect. Everyone else in that category on Q's list are just legitimately terrible.
I blame her lack of progress on whoever was in charge of her vocal training.
