They tried to find a "host" for the lottery with the strings. They each get one end, then they disentangle them, and the one who has the string with the label on becomes the host of the show.
They probably wanted one "senpai" and one "new girl", which is why they separated the group between MM-Anju-JJ-CG and Factories and Beyoonds.
I think the notes don't mention names but what they can win - a solo, a duet, being a member in a group... as in you can get a note that says "solo on day one" or something.

The sealed papers either mention "You lost" or what they get (solo / duet /... and which day).

There's a part of me that wishes the management would sit there and decide who should be in the units and who should get the solos, but then there's something beautiful and pure about a lottery method where everyone has an equal chance. And having enjoyed so many of these "lottery solos" and "lottery units," I can't say it doesn't work.
And looking at the resultant groups/solos this year, I can't say I'm not excited.

I am not really excited this year, especially because Akane solo and units that includes members from the same group. But Japan loves so much decisions made by random, and I still do find these videos enjoyable to watch (and HinaFest units are also more memorable than Winter / Summer tours units ?) that I wouldn't be against a lottery a bit more, let's say, guided. Which would mean, in my mind, make one box per two groups with the same proportion in each of win / lose and solo / duet etc, but not twice the same grouping (per two groups and not per group to not increase too much the number of solo).
I attached some stats around HinaFest made by the twitter user all_qiwii, will translate some a bit later.

I tuned in late after Kitaoji called to wake me up and get me over to the computer, so I missed W, BEYOOOOONDS, and Tsubaki. But they later replayed the W set.
They did Robokiss and Miss Love Tantei. Just wow! Waiting 13 years for that. And later they recreated Minimoni with Musubu and Moe. And joined with MM for "I Wish."
And later, Riho, Sayumi and Risa Niigaki showed up for the MM set late in the concert. All looking fabulous.
The streaming was iffy, ranging from very good to fuzzy. There was also occasional buffering. You could only watch it on a desktop. It kept freezing up on phones.
I think former members should show up at every MM set/concert.

If Yossi hadn't been such an idiot, and if Rika weren't recently given birth (I think?) you know that I WISH performance would have been a 4th Gen reunion. It was still perfect though.
Eh. Give me different covers for all the groups. Juice=Juice has enough songs, honestly.
Also no offense, those are great songs, but couldn't they cover at least one single a-side? I feel like they've been neglecting J=J's singles quite a lot lately.

I feel like that’s what happens with most groups when they add new members. They focus on the songs those members are already in.
I guess that's true because they're releasing 2 singles a year. Ruru has been in... two (excluding Fiesta Fiesta). Manaka in one.
But when it comes to J=J they usually do a good job at re-arranging the songs. I remember Magic of Love and Romance no Tochuu featuring a lot of Ruru.
